Russian Federation wins 2019 WSIS Prizes
Three Russian IT projects - “Public Libraries of St. Petersburg”, “My Documents” and “Center for Monitoring and Responding to Computer Attacks in the Credit and Financial Sphere of the Bank of Russia” - are among the Champions of the World Summit on the Information Society (WSIS). The award ceremony was held at the WSIS Forum, which took place in Geneva from April 8 to 12.
Project “Public Libraries of St. Petersburg” is a winner in the category " Access to information and knowledge ". The United libraries portal “https://spblib.ru” provides a centralized search on more than 16 million publications stored in the collections of 198 public libraries of St. Petersburg. With a single library card the user receives information about books availability and place of their storage, can book and order the delivery or extend the period of usage, read online. In addition, the site provides information on all the events taking place in the libraries of the city.
The Public Services Centers “My Documents” (PSC) was nominated as Champion in the “E-government” category. The network of PSC "My Documents" is a realization of the “one-stop” principle, constitutes 2.8 thousand centers and more than 10 thousand offices providing public services. In "My Documents" citizens can get an internal or international passport, extracts from the cadastral chamber, driver's license, etc. In total, the centers provide 29 federal and up to 150 regional and municipal services.
“Center for Monitoring and Responding to Computer Attacks in the Credit and Financial Sphere of the Bank of Russia”, or FinCERT, was nominated in the category “Building confidence and security in use of ICT”. Created in 2015, FinCERT is aimed at providing it’s partners with the information which can help to increase the level of security of financial transactions, including money transfers. It analyzes threats, conducts malware analysis and sends out a newsletter.
The ceremony of awarding the champions was attended by the Deputy Minister of Digital Development, Communications and Mass Communications of the Russian Federation, Mikhail Mamonov.

At the WSIS Forum 2019 the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) hosted a session ‘WSIS Regional Group Meeting: emerging technologies with no one left behind in Asia and the Pacific’. The discussions were focused on Asia-Pacific challenges, opportunities and effective means and mechanisms of regional cooperation in addressing the digital divide, including the Asia-Pacific Information Superhighway (AP-IS).
